The NTP may consider the need for additional specialist or consultant input to inform the PCF process. Although members of the core team and stakeholders may already have extensive capacity to guide and inform the NSP process, additional capacity may be required to inform specific areas and ensure the NSP resulting from the PCF approach is fulfilling the program needs and expectations. Ideally, national experts should be engaged and local capacity built, wherever possible.
For example, specialist areas may include:
- equity and rights evaluation
- impact modeling
- costing of interventions
